Access Father Elijah's notes at the comm terminal with Veronica.
1 of 3: Leave the bunker, talking briefly with some troublemakers on the way, then travel to Gibson's shack (secondary location e on the Zone 4 Map).
2 of 3: Enter the shack, then use the terminal on the floor to download some research notes.
3 of 3: When Veronica talks to you, ask her about each of the three bits of technology the notes mention, then decide which one you want to go after. (Note that the pulse gun is the hardest to get, but it's the most useful later on in the quest.)
