2 of 3: If he's sleeping on a mat on the upper floor of the building just SE of Mick & Ralph's, you can try to pickpocket Euclid's C-Finder from him.
3 of 3: Or you could talk to him and offer to buy his gun. That'll be very expensive (1000 caps!) if your Barter skill isn't 45+, in which case you could buy it for a mere 20 caps.
