Return to Ringo when you're ready for the gunfight with the Powder Gangers.
1 of 2: After doing all of the optional objectives you want to, tell Ringo "let's do this." (TIP: First, set some mines on the road a ways south of the Prospector Saloon. Also, kill Joe Cobb with a sneaky head shot.)
2 of 2: WARNING: Even if you let the Goodsprings residents kill all the attacking Powder Gangers, you'll still gain a lot of Powder Ganger infamy. That could make it very hard to do the "I Fought the Law" Powder Gangers faction quest, and sort of hard to do the "My Kind Of Town" Primm faction quest if you're wanting to make Meyers the new sheriff. To make things easier, finish both of those quests before finishing this one.
