Caravan 101
1 of 4: After finishing the "By a Campfire on the Trail" Goodsprings faction quest, talk to Ringo in the Goodsprings Gas Station building.
2 of 4: After assuring him that you're not an enemy, ask him what the rules of Caravan are.
3 of 4: He'll give you a holotape called "How To Play Caravan" that you can refer to from then on in your Pip-Boy's Data/Misc section, plus he'll give you a Caravan starter deck.
4 of 4: You can then play a hand of Caravan with him if you want to start practicing the game, but you'll have to wager some caps, so quicksave first in case you lose.
