1 of 7: The first thing to note is that there are two thugs, one of whom is down the hall and around the corner.
2 of 7: Both thugs have keys to Andy's door, so you could pickpocket or kill either of them to get a key.
3 of 7: If you crouch-walk around next to the corner near the second thug, you should be able to get into a position where you can pickpocket or sneak-attack him while hidden. Do so to get his key, then go open the door with it. (Note that the first thug won't turn hostile unless you attack him or he sees you pick the door's lock.)
4 of 7: As an alternative, you could talk to the first thug and pass a Speech 70 check to get him to run outside. If your Lockpick skill is 50+, you could then pick the door open without anyone turning hostile.
5 of 7: Once you're inside the room, look around for something incriminating.
6 of 7: Near the door is a little TV table. Look at what's on the small shelf under the TV.
7 of 7: It's an incriminating letter. Take it to get the next objective.
