Speak with Etienne to complete your "business" arrangement with Anderson.
1 of 3: Leave the Casa Madrid building and go south to find the Westside Co-op building.
2 of 3: Inside, talk to Etienne at the counter about your new "business" arrangement.
3 of 3: Ask for your "special" order to get your share of the profits. (Note that you can come back every 24 hours and get more caps, but only before you finish the quest.)
