Track down the suspicious merchant and get rid of him.
1 of 3: Go to the Jean Sky Diving shack (location 12 on the Zone 3 Map) to find a traveling merchant.
2 of 3: The simplest way to deal with him is to crouch down and maneuver around to where you're hidden, then shoot him in the head.
3 of 3: Or you can talk to him and pass an Intelligence 6 or Speech 30 check, then tell him he'd better leave while he can.
