Fallout: New Vegas Hints
Talk to the locals in Primm and learn what - if anything - the NCR is ....
1 of 3: Go to Primm (location 20 on the Zone 3 Map) and fight your way to the Vikki and Vance Casino. (Note that killing the escaped convicts won't matter to the Powder Gangers, so you won't gain any infamy for it.)
2 of 3: Ask Johnson Nash if the NCR is planning to attack the prison, then pass a Speech 30 check, pay him 100 caps, or pay him 50 caps with a Barter 30 check.
3 of 3: If you can't pass the Speech check and don't want to pay for the info, go to the NCR camp that's just west of town and pickpocket the military orders from Lieutenant Hayes.
