Fallout: New Vegas Hints
Kill Eddie.
1 of 4: Follow Sergeant Lee down to the correctional facility's entrance, then wait if necessary for him to go inside. (If he doesn't kill Dawes, do so yourself.)
2 of 4: Go inside and help shoot down any Powder Gangers who are still alive, then go out to the prison yard and watch the NCR fight the gangers there.
3 of 4: When the NCR troops run into the administration building, follow them in and help them shoot down Eddie's bodyguards. If you don't, the bodyguards will probably win, leaving only you to finish them off. (Unless you pickpocketed their ammo earlier, or sneak-killed some of them, in which case the NCR will probably win without any help from you.)
4 of 4: Once Eddie is killed, the quest is completed. Talk to Sergeant Lee if he's still alive to get some NCR fame, then go all through the facility's three areas and loot all the dead bodies, plus any containers and such that you didn't loot earlier. (Note that the key on Eddie's body will open the locked door that's near his office.)
