1 of 2: Make your way back to Philip Lem's office, then talk to him to get 50 caps and some Powder Gangers fame.
2 of 2: You can then either tell him he's doing the right thing to end the quest and get more Powder Gangers fame, or you can pass a Speech 40 check to get the "Speak with Papa Khan in Red Rock Canyon" objective.
