Winning with the Wins
1 of 5: Go to the Wins' hideout (secondary location c on the Zone 1 Map) and talk to Pauline Wins.
2 of 5: After you ask her about their plan, you'll get a Speech 55 check.
3 of 5: If you pass it, Pauline will give up on the plan, and you can ask Sammy to give you their special gun.
4 of 5: He'll give you the combo to the nearby safe, which you can now loot to get Vance's 9mm submachine gun and other items.
5 of 5: If you can't pass the Speech 55 check, the only way to open the safe will be to get your Lockpick skill up to 100 and pick it open. Even killing Sammy and Pauline won't get you the combo, though that will get you their unique (but unremarkable) hats.
