Who do I report him to?
1 of 3: After you kill Contreras or turn the medical supplies over to him (or hack his upstairs terminal), find Lt. Carrie Boyd past a guarded door near the NW corner of the terminal building's upper floor.
2 of 3: Report Contreras to her to get some NCR fame and the unique rifle called This Machine.
3 of 3: Note that it's best to not kill or report Contreras now so you can continue with the quest. You can always report him later if you decide to.
