I Jump for Jumpsuits
1 of 5: Enter the Vault 21 gift shop in the New Vegas Strip's southern section and talk to Sarah.
2 of 5: Ask what she sells there, then ask to see her vault gear. After she describes a few junky items, ask if she actually has any vault gear, then volunteer to help her out.
3 of 5: Pass a Barter 65 check if you can to get her to pay for Boomer outfits as well as vault jumpsuits. (Also, if you can pass Speech 65 and Speech 75 checks, you can hint around about having "a good time" together later, though it never seems to happen.)
4 of 5: She'll pay 30 caps per vault jumpsuit and 15 caps per Boomer outfit. You'll also gain some fame with the Strip faction.
5 of 5: Your main source for vault jumpsuits will be the vaults themselves, not including this one. (Sarah apparently has enough Vault 21 jumpsuits, and won't be interested in buying any from you.) For Boomer outfits, go to the Nellis AFB. (See the "Volare!" Boomers faction quest.)
