Free Vic.
1 of 10: Vic is being held by Metzger in his place on the east side of the Den.
2 of 10: Talk to Metzger and see what he wants with Vic.
3 of 10: Vic is being held because he can't repair a radio that he sold Metzger.
4 of 10: Maybe you should see what's keeping him from finishing the job.
5 of 10: Talk to him -- he's in his own cell near Metzger.
6 of 10: It turns out that he needs a part to repair the radio.
7 of 10: I bet Vic had more than one broken radio.
8 of 10: Check his shop in Klamath. You will find a broken radio there.
9 of 10: Give it to Vic for the parts that he'll need to fix the radio.
10 of 10: Metzger will now be willing to sell Vic to you, if you can find the $1000 he wants. (Female characters can also ... find a way to cut the price in half, or so I've been told.) Vic will be willing to join on as an NPC if you have room for him in your party.
