Fallout 2 Hints
Create an alliance.
1 of 6: You will first hear mention of a possible alliance from President Tandi in NCR.
2 of 6: Go to see her about a job involving Vault 15.
3 of 6: She wants more than just parts to Vault 15 -- she also wants more permanent access to the Vault. Depending on how you read the PIP Boy, these two things may both seem like part of the same Vault 15 quest. The reason I mention it as a separate task is that you do not actually have to set up the alliance/access part of the quest to get credit for it in your PIP Boy. (The behavior of the game here in general seems kind of strange. Tandi might even thank you for setting up the alliance when you haven't -- as happened once to me. But the endgame narration will not recognize the alliance unless you actually create it.)
4 of 6: All that you have to do is ask the right people at the right time.
5 of 6: Just talk to Zeke in the Vault 15 squatter's camp. The choice is buried under a more general dialogue topic (like "What's going on here?"), but keep talking, and you should find the right option.
6 of 6: Once he agrees to the alliance, you should make sure Tandi knows when you return the parts from Vault 15. That's all there is to it.
