1 of 10: You will get this job inside Vault City.
2 of 10: Talk to Thomas Moore -- the citizen speaking against slavery.
3 of 10: Depending on what you've seen during the game, he may or may not be willing to talk to you.
4 of 10: You need to show him that you understand the anti-slavery cause.
5 of 10: Have you visited any cities that have strong sentiment against slavery?
6 of 10: The NCR does.
7 of 10: Talk to Moore again after you've visited NCR, and he'll be willing to give you this job. (Note that you may also have to solve some quests there, or at least talk to people who are against slavery -- I didn't explore all of the connections here.)
8 of 10: Just do what he says.
9 of 10: Take the briefcase to John Bishop in New Reno.
10 of 10: He's on the top floor of the Shark Club.
