Deliver a drug sample.
1 of 3: Dr. Troy inside Vault City's vault will give this quest to you. Only citizens are allowed inside the vault.
2 of 3: Just talk to him, and he'll ask you to bring him a sample of Jet for research. If you're a citizen, you should be able to enter the city without being searched, so there should be no problem delivering the jet to him once you have it.
3 of 3: You can buy Jet at a number of shops or pick it off of some of your dead opponents. If all else fails, you can find some for sure in New Reno.
