  • Speech will affect how NPC's respond to what you say.  Note that, for the most part, it does not affect the options of what you have to say -- just how positively characters respond to the options you're already given.

    In a few cases, having a strong speech skill might be able to help you talk your way out of a difficult situation.  But with even a basic skill and a moderate (5 or so) intelligence, you should be able to get through most situations if you're careful about what you say.  I don't think any quests hinge on your lying ability, although they may offer talking as an alternative to other solutions.  Unless you want to play the game as a "diplomat", a higher intelligence to improve your dialogue options seemed to me to be much more critical.
