1 of 4: This unique outfit has the following properties: damage resistance +2, Charisma +1, Small Guns +5.
2 of 4: Tobar the Ferryman is wearing it.
3 of 4: You can kill him for it after Nadine takes over the riverboat.
4 of 4: If you want to get it earlier, you could sneakily give him some armor that's more protective using the pickpocket screen, then leave the area and return later. He'll have switched to wearing the armor, and you can pickpocket his unique outfit from him.
