Fallout 3 Game Add-Ons (DLC) Hints
Meet with Officers Davis and Lorin along the river north of Project Purity.
1 of 4: Consult your world map to see that the quest arrow pointing to the caravan is considerably north of the Jefferson Memorial.
2 of 4: If you can fast-travel to the Anchorage Memorial, Dukov's Place, or the Tepid Sewers, do so and then move south to find the caravan. Otherwise, fast-travel to the Jefferson Memorial and go north.
3 of 4: When you catch up with the caravan, you'll find that it's already under attack by bandits (and probably super mutants, too).
4 of 4: Help kill any remaining hostiles in the area, then talk to either Davis or Lorin to finish this objective. (Or if they're both dead, loot their bodies.)
