Confront Griffon about the operation in the Museum Authority building.
1 of 5: After sipping yourself back to full health at the bathtubs and looting the place of items, return to the Museum of History.
2 of 5: Talk to Griffon and tell him you discovered his bottling operation to finish the quest.
3 of 5: You can then extort money out of him, force him to admit the impurities in aqua cura to the crowd, or pressure him into selling real aqua pura from now on.
4 of 5: If you decide to go the extortion route, you can get a one-time bribe of 300 caps, or you can set up a deal whereby you get a certain percentage of the profits each week. (If you do that, be sure to pass the Speech Challenge to cut a 50/50 deal.)
5 of 5: NOTE: If you make Griffon admit to the crowd that aqua cura is no good, you'll be able to listen to an amusing conversation, and then watch the crowd turn hostile and kill him. You can then loot his body to get 200 caps and some other items, including his scuzzy wig.
