1 of 5: There's one in the ladies' restroom in the Museum Authority building, which you'll visit on the "Discover the location and proof of Griffon's bottling operation" objective of the "The Amazing Aqua Cura!" misc. quest.
2 of 5: There's one in a locked cell in the Old Olney Underground area. You'll go there on the "Find the ruins of Olney Powerworks" objective of the "Shock Value" quest.
3 of 5: There's one on a shelf in the equipment room in the Presidential Metro area, which you'll visit for the "Locate the Exit to Adams Airforce Base" objective of the "Who Dares Wins" quest.
4 of 5: There's one under a desk in the Air Control Tower, which is visited on the same quest's "Find the Access Terminal to lower the ramp on the Mobile Platform" objective.
