Investigate the riverboat.
1 of 5: Check near the SE corner of the western set of D.C. metro ruins on your world map to find the new map marker for the riverboat landing.
2 of 5: The fastest way to get there is to fast-travel to the Arlington Library, since it's just a short distance NW of the landing. If you haven't discovered the library yet, go to the nearest spot you have discovered (that's not inside the metro ruins) and go from there.
3 of 5: As you approach the riverboat, a woman named Catherine will ask you to look for her missing daughter. Agree to help, then ask her about her daughter and Point Lookout.
4 of 5: Board the riverboat and find Tobar the Ferryman leaning against a door.
5 of 5: Ask him about Nadine, then mention that he must have seen a lot of places with his boat.
