How can I get them?
1 of 3: They start out at the bottom of the large, deep pond.
2 of 3: Drop into the water from the end of the small dock, then dive down to the bottom to find several containers to raid (and some fairly high radiation).
3 of 3: The quantums will float to the surface while you're doing that, so look for them among the other floating debris up there.
