Recover Soil Survey 02.
1 of 3: The muck hole with this survey tape is a little bit east of the Lil' Tyke Playhouse (location 16 on the World Map). Use the quest arrows to help you find it.
2 of 3: When you arrive, look for a ladder on a mound near a table that you can use to enter the excavated muck hole.
3 of 3: Use a rad-x to buffer yourself against radiation, then look on the table to find a footlocker and Soil Survey Tape #2. (Check the footlocker for bio-gas canisters.)
