Meet Ashur in Haven.
1 of 5: Look around on the ground floor for a fire hose box and a couple of garbage cans to check for items, then go upstairs and search the second-floor rooms for more misc. items and containers.
2 of 5: Go up to the third floor to find a bit more, then return to the second floor and use the elevator in the east wall.
3 of 5: Head straight forward until you reach the spot where Ashur and Krenshaw are having a heated discussion.
4 of 5: Loot the desk while waiting for them to get done talking, at which time Ashur will talk to you.
