1 of 3: This unique power armor has the following properties: damage resistance +40, Luck +1, Charisma +1, Strength +1, Agility -1, rad resistance +10.
2 of 3: Ashur in Haven is wearing this armor. You can kill him at any time after gaining access to Haven to get it.
3 of 3: NOTE: You won't be able to wear this or any other power armor until you've received special training either at the Brotherhood of Steel's Citadel during the main quests, or at the outcasts' outpost during the Operation: Anchorage add-on's quests.
