1 of 5: You can only get this objective if you duel Split Jack and then talk to the other bandits afterwards (providing they don't turn hostile).
2 of 5: Return to Lepelletier's desk and quicksave.
3 of 5: Tell her that you're going to set up a "protection" deal with the gang.
4 of 5: You can then pass a Speech Challenge to get a one-time payment of 500 caps, but no contract.
5 of 5: Alternatively, you can demand a contract for 200 caps a week.
