Fallout 3 Hints
The Market's Council Seat
1 of 14: Go to Rivet City (location 64 on the Zone 9 Map) and board the ship.
2 of 14: Go to the ship's market area sometime during the day and talk to Bannon at his "Potomac Attire" stall.
3 of 14: Mention him being on the City Council, then ask about Seagrave Holmes.
4 of 14: Bannon wants you to find something incriminating in Holmes' room. It's in the Midship Deck area, near the door that connects that area to the market.
5 of 14: The door to Seagrave Holmes' room will be locked, so you'll want to pick it open sneakily.
6 of 14: Once inside, look around for anything incriminating.
7 of 14: Look near the naval cot.
8 of 14: There are two holotapes on the floor near the cot. One has to do with the misc. quest "The Replicated Man," and the other is an incriminating letter.
9 of 14: After you take the incriminating letter, return to Bannon and tell him about it.
10 of 14: He'll say to show the letter to Commander Danvers and tell her that Holmes is dealing with slavers.
11 of 14: If you talk to Seagrave Holmes about the letter, he'll ask you to tell Danvers that Bannon is blackmailing him.
12 of 14: Find Danvers, who's usually in the Bridge Tower or patrolling the flight deck, and either tell her about Bannon's blackmail attempt or show her Holmes' incriminating letter.
13 of 14: If you rat out Bannon, he'll be mad and charge you more for items at his store, and Seagrave Holmes will give you a discount on his goods. If you instead use the letter to get Holmes in trouble, he'll charge you more for items, and Bannon will give you a discount.
14 of 14: TIP: Bannon will also give you a Deathclaw Gauntlet schematic if you help him, so you should probably do things that way.
