1 of 3: This unique wig has the following properties: damage resistance +1, Barter +5, Perception -1, Intelligence +1, Speech +10.
2 of 3: It can be found in the National Archives building (location 47 on the Zone 9 Map).
3 of 3: It's in a room you have to visit on the misc. quest "Stealing Independence," so do it when you want to get the wig.
