Easy Ways to Lower Karma
1 of 2: Sneakily stealing items in areas with friendly NPCs (including scavenger traders) will cost you a bit of karma for each item stolen. The same goes for pickpocketing NPCs.
2 of 2: To really get your karma down quickly and easily, repeatedly access someone's restricted private terminal. There are several in most towns, including Megaton. If the terminal is locked, you don't have to bother hacking into it -- just activate the terminal, press its power button to turn it off, and repeat.
