1 of 6: This bobblehead is in Megaton (location 3 on the Zone 8 Map).
2 of 6: It's in Lucas Simms' house up in the NW part of town, not far from the exit gate.
3 of 6: If you can't lockpick your way into the house, you can either pickpocket the key from Lucas Simms or get him killed while doing the local misc. quest "The Power of the Atom."
4 of 6: Inside the house, go upstairs and open the left-hand "shack door."
5 of 6: Past it is a bedroom with the bobblehead you're after setting on a desk.
6 of 6: Don't worry if someone, like Lucas' son, is standing and watching you, since taking the bobblehead doesn't count as stealing.
