How can I get the Bill of Rights?
1 of 3: Pick open the left (west) door in the hallway.
2 of 3: Past it, shoot the two turrets through the gappy walls that are on either side of the next locked door (if you didn't adjust their generator earlier).
3 of 3: Pick open the second locked door, then check the safe on the counter past it to find the Bill of Rights.
