1 of 3: This unique coat has the following properties: damage resistance +7, Perception +1, Charisma +1, Small Guns +10.
2 of 3: The coat is being worn by Vance, the leader of the vampire-like "Family." You'll meet him while doing the "Blood Ties" misc. quest.
3 of 3: You could kill him for it, but it's better to pickpocket it from him.
