1 of 3: See the Merchant List to find out who all has shops in Tenpenny Tower so you don't miss anything.
2 of 3: Chief Gustavo's weapon shop inventory is in the lockers that are outside the tower, in the guards' bunk area to the left of the front gate.
3 of 3: You won't be able to loot Margaret Primrose's and Shakes the robot's inventory containers (a fridge and a cabinet) yet. Remember to do so later on, after the tower is cleaned up.
