3 of 6: In the Offices area is a dead guy named Winger Mercier.
4 of 6: He's in the office in the SW corner of the second floor.
5 of 6: Search his body and take the "Finding the Formula" item.
6 of 6: You can now return to Milo and ask him for a copy of the research safe key.
