Level 18 Perks
* Computer Whiz: This perk has some huge requirements (Intelligence of 7 and Science skill of 70), and all it does is give you one more chance to hack a terminal that you've been locked out of. Quicksaving before hacking and quickrestoring as necessary will get you the same effect.
* Concentrated Fire: This is another not-useful perk that has huge requirements (Small Guns and Energy Weapons of 60 each). All it does is slightly increase your chance to hit a body part in V.A.T.S. mode if you target it for more than one shot in a row. Even major V.A.T.S. users will find this perk to be of little value, and should probably pick up a useful non-V.A.T.S. perk that they skipped over earlier instead.
* Infiltrator: This is the lockpicking version of the Computer Whiz perk, and is just as useless for the very same reason.
* Paralyzing Palm: With this perk, you can paralyze most non-robotic enemies for a full 30 seconds, allowing you (or a follower) to quickly and easily finish them off. However, you have to be right up next to your target, you must be using your fists or an unarmed weapon such as a power fist, you have to be in V.A.T.S. mode, and the paralyzing effect doesn't always happen. As cool as paralyzing your foes can be, there's just too much effort and risk involved to make this perk worthwhile. I mean, who would want to run right up to a deathclaw before it was paralyzed, and hope to get lucky before getting killed? Even that would be safer than trying to paralyze tough enemies who have ranged attacks, since they'll be attacking you freely as you approach them. If your character is very stealthy or has great armor and lots of action points (and an Unarmed skill of 70 or more), you might give this perk a try just for the novelty value.
I don't like any of the perks on this list, so all I can recommend for levels 18 and 19 is to raise attributes with Intense Training, or go back through the earlier perks and pick up anything that sounds even marginally useful, like Bloody Mess, Fast Metabolism, or Life Giver. Also, if you're not a major V.A.T.S. user and have passed up all of the V.A.T.S.-related perks so far, you might want to pick up one of them (probably Commando), since V.A.T.S. can be at least a little useful to everyone for close combat with tough enemies.
