Level 20 Perks
* Explorer: All this perk does is mark (not discover) every world map location that you haven't found yet. This is not very useful, since you've probably already discovered a majority of them, and can always find the others on your own (especially if you use my World Map and its component zone maps).
* Ninja: If your Sneak and Melee Weapons skills are both at least 80, you can take this perk in order to get a 15% increase in your critical chance and a 25% increase to sneak-attack criticals when you're using melee or unarmed weapons. This is a great perk for melee weapon specialists, especially if you got the Pyromaniac perk earlier and do most of your killing with shishkebabs. You should take this perk if you qualify for it unless you're a big V.A.T.S. fan, in which case you should take Grim Reaper's Sprint instead.
* Grim Reaper's Sprint: This is the ultimate "icing on the cake" perk for all V.A.T.S. addicts. It will instantly restore all of your action points upon exiting V.A.T.S. mode if you killed your target. This isn't very useful to anyone who hasn't specially groomed their characters to be formidable V.A.T.S. fighters. (After all, icing is useless if you don't have a cake, right?) If you've pumped up your Agility, taken the Action Boy / Action Girl perk, and are wearing the unique Ledoux's Hockey Mask item, you should have enough action points to kill just about any type of enemy in one V.A.T.S. session (especially if you're using a powerful rifle and have the Commando perk). With this perk, you can use several consecutive V.A.T.S. sessions to quickly clear an area of tough enemies single-handedly. Now *that's* some serious power! Even non-V.A.T.S. specialists can get some good out of this perk as long as they have a powerful rifle and a fairly decent amount of action points due to chems and apparel.
* Solar Powered: This is sort of the mirror image of the level 10 perk Night Person. It'll give you a +2 to Strength (up to a max of 10) and a slow health regeneration effect (1 point every 10 seconds) when outside during the day. It would be somewhat useful if you didn't have to be outside, but even then it wouldn't really be worth taking instead of Ninja or Grim Reaper's Sprint.
If you're a big V.A.T.S. user with lots of action points, you simply *must* get Grim Reaper's Sprint. If you're not, you might want to get Ninja if you qualify for it, or you may want to get Grim Reaper's Sprint anyway (but first make sure there are no older perks that you want to get instead -- this is your last chance unless you have the Broken Steel add-on game installed).
