1 of 2: This will only happen if you've already finished the quest by turning 30 Quantums in to Sierra.
2 of 2: The game doesn't bother checking to see if Ledoux should be at the Red Racer Factory after the quest is over, so be sure to meet him there before giving Sierra her 30 Quantums.
