Attribute Bobblehead Tip
of 4: If you install the Broken Steel add-on game and level up all the way to level 30, you'll be able to take a perk called Almost Perfect that sets all of your attributes that are lower than 9 to 9.
of 4: Due to this, you might want to wait to get all of the attribute bobbleheads until after you're level 30. That way you can end up with a "perfect" 10 in every attribute.
of 4: Actually, you may not have to wait that long to get all of the attribute bobbleheads. If you set an attribute to 9 to begin with, or plan to get it up to 9 somehow before reaching level 30, you might as well go ahead and get its bobblehead early.
of 4: NOTE: Having 10's in every attribute sounds really great, but remember that you'll have to wait a long time to achieve that, and your character will be pretty well finalized by then. In fact, you're very likely to have most or all of your skills up to 100 by then, and those matter a lot more than attributes do. So using this plan isn't really all that great -- it's just a non-cheat way to get 10's in every attribute for players who want to do that just for the sake of doing it.
