2 of 4: If you didn't kill all the Enclave soldiers in there earlier, you may have to shoot one of them down now. It should be easy, especially if he's targeting Doctor Li.
3 of 4: She'll run for a manhole in the floor and go through it. After she does, use the manhole to enter the Taft Tunnels area.
4 of 4: Talk to Doctor Li about your escorting services, then tell her to wait there while you scout ahead.
