1 of 5: You can't until you get permission from the guy in charge.
2 of 5: That's Elder Lyons, so talk to him about it.
3 of 5: When you ask if someone can train you in using power armor, he'll say that Paladin Gunny can do it.
4 of 5: Find Gunny wandering around the courtyard's big initiate test-firing range and talk to him.
5 of 5: Ask him for power armor training to get it, then equip the best suit of power armor you have. Now you look all Brotherhood-cool!
