Fallout 3 Hints
Kill Ted Strayer and get his key.
1 of 6: Ted is in Rivet City, which is at location 64 on the Zone 9 Map.
2 of 6: Once aboard, use the local map and quest arrow to find Ted. (This can be very confusing, so keep trying until you find him. Or wait until night and find him sleeping in the Midship Deck area's common room.)
3 of 6: Talk to Ted and mention that Crowley wants you to kill him.
4 of 6: You'll then have several ways to get Ted's key without killing him.
5 of 6: There's a Speech Challenge you can try to pass, you can pay him 25 caps for the key, there may be a Strength-related option, and so forth.
6 of 6: If you can't get his key through conversation options, do your best to pickpocket it from him unseen sometime, or use the mesmetron to frenzy him so other Rivet City residents will kill him for you (see the "Strictly Business" misc. quest).
