Find and speak with the kidnapped Lamplighters.
1 of 5: Head south to the big slave pen cage, then open its outer gate.
2 of 5: Move past the tame brahmin and look around for one of the kids.
3 of 5: Sammy can be found standing near the barbed-wire "window" that's to the left of the leftmost locked gate.
4 of 5: When you reject his plan of just shooting everybody, he'll go get Squirrel.
5 of 5: Wait until Squirrel runs over and talks to you, then have him explain his plan to you.
