Barter
1 of 8: This bobblehead is at Evergreen Mills (location 4 on the Zone 7 Map).
2 of 8: Either kill off all of the outdoor raiders or sneak over to the entrance to the Evergreen Mills Foundry building.
3 of 8: Go along the metal walkway to reach the door to the bazaar, then go through it.
4 of 8: Drop into the big floor hole, then move forward to enter a huge cavern with plank ramps used to form a walkway.
5 of 8: Follow the plank ramps along until you reach the first pool table, then go down the east passage to reach Smiling Jack's area.
6 of 8: TIP: Don't kill Smiling Jack. He's not hostile, and he'll trade with you.
7 of 8: In the NE corner of Jack's area is a very short tunnel that leads to a counter with a work bench on it.
8 of 8: Jump over the counter, then check the top right corner of the wooden shelves to find the bobblehead.
