After I unlock it, the door leading into the holding cell area is locked!
1 of 4: Some sort of security measure to prevent escapes, no doubt. You'll have to find another way to get into the holding cell area.
2 of 4: Go back up the stairs to the upper walkway that goes along next to the holding cell area.
3 of 4: Notice that falling rocks have broken one of the large plates of glass up there.
4 of 4: Jump over the rocks and fall gently down into the holding cell area.
