1 of 3: The medkit is on a coffee table in the wrecked building near the back end of the large bus.
2 of 3: One armor vest is on the car that's near the bus' front end.
3 of 3: The other vest is next to a combat shotgun on some black crates in the wrecked building near the other side of the bus' front end.
