1 of 3: His gun causes a lot of damage, so either put Aeris in your party, or have one of your members with Restore Materia equipped.
2 of 3: Use Hast and Affect All Materia on yourselves and Slow Materia on him.
3 of 3: When you beat him, he will escape and you will be able to take off in the Tiny Bronco.
