2 of 4: You can ask a lot of people if they're the boss, but none will answer you at first.
3 of 4: You need to get your local reputation up to at least 75 points.
4 of 4: Then you can ask Russel up on his high-up perch near Nemora's SW entrance to find out that he's the boss. You'll also get 2000 gold, 2500 XP, and two Rebel rep points.
