1 of 8: It's best to do this whole "depleting the guards" routine before the city-liberating mission is added to your mission list. Once it's in, it's too easy to accidentally set off the trigger that makes everyone hostile. However, if you're careful to always lead guards away from the city and not let them hit you on the way out, it can still work.
2 of 8: Besides helping with liberation, de-guarding a city also makes it a lot easier to steal things.
3 of 8: As you're leading a hostile guard around, you can maneuver so that he accidentally hits someone else while swinging at you. That can start some interesting fights, but unfortunately they're not useful to you because you can't participate at all, and no one will get killed.
4 of 8: Don't try the lead-away routine with orc shamans since they won't run after you constantly like regular orcs will. Also, they can often hit you with their ranged attacks, turning others hostile if you've gotten the city's liberation mission. (Note that orcs with crossbows won't use them unless you let them lag too far behind during the chase.)
5 of 8: Due to the above fact, you don't want to kill off the last non-shaman orc in a city who cares about your crimes if you're not ready to start the actual liberation yet.
6 of 8: If you want to eliminate someone who doesn't care about your crimes, like the human mercenaries, you could try hitting them to start a fight and then leading them out of town to kill them. Once again, this won't work if you've gotten the local liberation mission. Also, it can get a little problematic since all of the nearby mercs will turn hostile when you attack one of them, whereas orcs rarely do this.
7 of 8: If you get tired of eliminating guards before they're all gone, then just lead one out and beat him up without killing him. (Or outrun him so that he gives up on you.)
8 of 8: The same sort of routine would work on rebel bases if you're working for the orcs instead of the rebels. It's even a bit simpler, since you won't be dealing with as many enemies, and there aren't two different kinds (like orcs and mercenaries).
